The 'Omron' timer is actually a programmable multi function or a time delay relay (TDR) and it is plugged into a relay base intended to be mounted to a piece of din rail. The way it is used there is a little questionable. However, if you had bought a panel mount version of the same part, it would have bare screw terminals on the unit itself. So it doesn't really make a difference. If there is a reasonable amount of clearance between the bottom of the TDR base and the enclosure I wouldn't worry. If the idea still bothers you, put a couple wraps of electrical tape around it.
